Full member practitioner

A full member practitioner is a certified accountant licensed to practice the accounting and auditing profession in Saudi Arabia. Article (2) of CPAs' Regulations issued under Royal Decree No. (M/12) dated 13.05.1412 H stipulate that, an applicant to be registered as a certified Public Accountant, shall be :
  1. A Saudi national.
  2. Of full legal capacity.
  3. Of good conduct; not convicted of doctrinal punishment or of an offense involving moral turpitude or breach of trust, unless rehabilitated; not subjected to a disciplinary decision discharging him from governmental service, unless three years have lapsed since the taking of such disciplinary decision.
  4. Holder of a Bachelor's degree in Accountancy or any other equivalent Certificate as may be deemed acceptable by the competent authorities in charge of equivalency of degrees.
  5. Having practical experience in the field of accounting after graduation, as referred to in clause (4) above, with any of the following bodies
             A. Certified Public Accountants' offices duly approved by the Saudi Organization for Certified Public Accountants (SOCPA) and according to the conditions specified in the executive by-laws. This period of service shall be for a minimum of three years, reducible to two years if the applicant is a holder of a Master's degree in accountancy or an equivalent degree, and to one year if the applicant is a holder of a Ph.D. in accountancy or an equivalent degree
             B. Government bodies, companies or sole proprietorships according to the conditions and terms stipulated in the Executive By-laws, provided that such terms are no less than those stated in paragraph (A) above.
  6. Full member of the Saudi Organization for Certified Public Accountants.
  7. Fully dedicated to practice the profession. However, a Certified Public Accountant may practice other types of activities provided that, such activities are not incompatible with the code of ethics of this profession according to the conditions laid down by the executive by- laws.

Full member Non-practitioner

     A non-practitioner full member is any person, obtained SOCPA fellowship certificate, applied for and obtained SOCPA membership as a non-practitioner full member. Those who wish to obtain SOCPA membership shall provide the following:

1.A copy of SOCPA fellowship certificate..
2. Valid copy of identity card.
3. colored Photo.
4 Payment of membership fee of SR 2000, through deposit in SOCPA account at SABB, No. 077002822002 (IBAN: SA 85 4500 0000 0770 0282 2002) or through SADAD Payment System or through Saudi network at SOCPA headquarters.

Membership Requirements



1. Definitions:
In this text the following terms shall have the meanings shown against each of them:

2. Membership conditions:
 
2.1 Full member:
2.1.1 Subject to Para(1), Article(20) of the Regulations, a full member of SOCPA shall satisfy the conditions provided in one of the following two paragraphs:
2.1.1.1 To be a certified public accountant licensed to practice the profession in the Kingdom at the time the Regulations came into force, provided that he attended and passed the courses held by the Organization during the period from 1417 H to 1420 H.
2.1.1.2 Holds a Bachelor's degree in Accountancy or any other equivalent Certificate as may be deemed acceptable by the competent authorities in charge of equivalency of degrees, provided to obtain the fellowship certificate.
2.1.1 A full member who obtains the fellowship certificate may use the designation of  ( Fellow of Saudi Organization for Certified Public Accountants (SOCPA) ).
2.2 Associate member:
2.2.1 Subject to Para(2), Article(20) of the Regulations, an associate member of SOCPA is the one who apply for associate membership, provided to hold a Bachelor's degree in Accountancy or any other equivalent Certificate as may be deemed acceptable by the competent authorities in charge of equivalency of degrees.
 
3. Procedures to apply for membership and membership obligations:
3.1 Full member:
3.1.1 Submit an application to the Secretariat General to obtain full membership of SOCPA.
3.1.2 Submit a declaration to comply with membership obligations stipulated in Article(13) of SOCPA By-laws.
2. Associate member:
2.1 Submit an application to the Secretariat General to obtain associate membership of SOCPA.
2.1.2 Submit a declaration to comply with membership obligations stipulated in Para(13.5), Article(13) of SOCPA By-laws.
 
 
4. Membership card:
4.1 A full member shall be granted a membership card, renewed annually on paying membership subscriptions.
4.2 An associate member shall be granted a membership card, renewed annually on paying membership subscriptions.
4.3 A full member or an associate member shall return the card to SOCPA immediately on request due to cancellation or suspension of membership.
 
5. Cancellation or suspension of membership:
 
5.1 Full member:
 
a. If a licensed full member failed to comply with the obligations stipulated in Paras (13.1, 13.2, 13.3, 13.4), Article(13) of SOCPA By-laws, the Board shall refer the non-compliance, subject to the matter referred to it by SOCPA competent committees or Secretariat General, to the Investigation Committee in order to carry out necessary investigations and decide appropriate penalties subject to the provisions of Article (14) of SOCPA By-laws.
b. If a non-licensed full member failed to comply with the requirements of continuous professional education, his membership shall be suspended upon a decision by the Secretary General, and be warned that his membership shall be cancelled upon a decision by the Board if such requirements not satisfied within one year from the date of warning. Membership may be returned upon a decision by the Board if the reasons for cancellation were solved and the member satisfies membership conditions stipulated in Para (2.1.1.2) above.
c. If a full member failed to comply with the obligations stipulated in para (13.5), Article (13) of SOCPA By-laws, he shall be subject to the following:

1. Membership suspension upon a decision by the Secretary General if more than two years lapsed from the date of  subscription settlement.
2. Warning by the Secretary General to any suspended member that his membership be cancelled if more than three years lapsed from the date of subscription settlement.
3. Membership cancellation upon a decision by the Board if a warned member failed to pay his subscription within three months from the date of warning.
4. Membership may be returned upon a decision by the Board if the reasons for cancellation were solved and the member satisfies membership conditions stipulated in Para (2.1.1.2) above.
 
5.2 Associate member:

 
If an associate member failed to comply with the obligations stipulated in para (13.5), Article (13) of SOCPA By-laws, he may be warned that his membership shall be cancelled if failed to pay his subscription within six months from the date of warning, and if failed to make the payment within this time limit, his membership shall be cancelled upon a decision by the Secretary General and his membership card may be withdrawn. Membership may be returned if the reasons for cancellation were solved and the member satisfies membership conditions stipulated for an associate member.
